Eligibility:

      1.  Must be  a U.S. citizen

      2.  Must be 19 years old or younger on the day the film is submitted

      3.  Must submit a  4- minute video on "How Does Censorship Affect Me?" and  
           a  page-long report explaining the development of the film and the intent of 
           the film.

Criteria for Selection:  Films will be judged on content, artistic and technical merit, and creativity.

Amount of Award:  Up to $1000 and a free trip to New York City
